Whoa, I'm finding some funny ****. I liked Mystery Science Theater back when it was called Black Belt Magazine.

Lee: The ultimate goal is to unify the three different dan jun as one, where all three areas are equal. If we were to say that we all possess 100-percent potential ki power, in our life span we only utilize 30-40 percent of it.

Here we go...oldest semi-academic work I can find referencing "high/low percentage" as a term of art among combat sportists.

Vorticity is an Eskrima school in Canada.

A workable technique must be reliable

If a technique only works a small percentage of the time, it is suspect. If a technique is not forgiving of imperfections in execution, it will let you down. A technique that allows adaptation to varying circumstances and counters is more useful. Technically, this is a measure of the average time between failures. In some sense, this gives a measure of predictable success for the technique. Given the many situational factors, the actual success rate is highly variable. Many fighters like to use the term “high percentage” to describe a highly reliable technique. The measurement here is based on the likelihood of a technique working. It is never clear just what percentage figure is meant by the phrase high percentage. In general this should be understand as a relative measure, ranking techniques in terms of reliability. Maybe the most reliable technique for a given situation only succeeds half the time. If no other techniques are better, half the time could count as a high percentage technique then.
