Yes. There are many different lapel dependent techniques. Talk to your instructor about them.

EDIT: Wait, I take that back. The only lapel techniques I know or have seen are ones where the other guys lapel is used to pin or choke NOT your own lapel. I'm not sure about using your own lapel, that might be illegal just like using your own belt in the vid; but I can't say for certain. However, using the other guys lapel against him is legal.

If his belt was still tied and he had a uber long belt it would have been legal.

hmmm... in our system we have formal techniques that use the belt (a real world stand in is a towel, a chain, an elecrical cord, whatever) this isn't one of them, but it seemed to work pretty well!

I believe lapel chokes (your lapel to his throat) are legal in most comps, I don't know of any comps that allow belt chokes :/
