Not sure about the Segal sequence, but the kids getting shot is Uwe Boll's take on Postal.
Not a bad one, considering who the director is. To give you some idea, the movie starts out with a major 9/11 joke.

I remember seeing the children shooting scene somewhere and I can't remember where. Whoever made this gif used some decent editing. I just used it to show how he mainly treats people in general.
Just realized this is a perfect place for my research on Steven Seagal.
One time in college I had an assignment to come up with a testable hypothesis (true or false), so I chose my hypothesis to be:
"Hypothesis: Steven Seagal movies will tend to have either 3 word OR 3 syllable titles".
Then, I set about collecting titles to test my theory.
Now first, sit down because this is going to blow your mind.
My theory tested correct. 80%+ of all Steven Seagal titles follow this pattern. And, the pattern has continued since I left college, with a slight drop (from 100% in 1994 to just over 80%).
Just realized this is a perfect place for my research on Steven Seagal.
