This is apparently from the 1985 British Nunchaku Association Tital [sic] fight.... does anyone know of any other place that has full contact nunchuck competition? Look's like fun.

Looks very much like an English importation of the French nunchaku de combat, which was a '70s offshoot of canne de combat (competitive stick fighting).
