Looking for a S Korean martial arts movie

So there was this movie I got from one of those epic old "best martial arts movie" threads a long time ago. I ended up losing it and want to remember it so I can buy it again but I can't for the life of me remember the name of it. I've searched this site up and down for that old thread and can't find it. :/

Stuff I remember from it:
- South Korean film
- The title of the film was relevant to the plot (was the name of the organizer/title of the winner, something like that)
- Multiple styles of martial art were presented in the film
- There was a pretty sick fight between a boxer kid and a judo kid
- There was a pretty cool kung fu fight where a scarf was used as a weapon
- Pretty sure the instructor's martial art was Tae Kwon Do
- The gangster guy had no real style, he just had years of being a hardass/experience fighting
- The ending was about a lesson that fights are won by the person who wants it the most while fighting through the pain, not the person with the best martial art style.
- Pretty sure there was a journalist or something with her boyfriend trying to follow the fighters who was riding a vespa-type vehicle throughout the film.

Anyone remember what this could be?

I almost died to covid-19 earlier this year, been dealing with complications with my heart ever since (viral myocarditis with tachycardia). I had started training for boxing to get in shape again before this whole pandemic started but obviously had to stop. Might start up again once my heart fully heals. Been working from home a lot and watching movies in the meantime, hence thread!

It only had one NTSC region 1 release that I'm aware of. I found one on Ebay for $8.
