There are about 100 unies in the US that are Tier 1.
Within the academic community, there are three organizations that are generally accepted as national arbiters of an institution’s rank as a Tier One institution. They are the Association of American Universities, the Carnegie Foundation for the Advancement of Teaching and the Center for Measuring University Performance, which issues Top American Research University (TARU) reports. Recognition by any of these three is taken as an indication of Tier One status.

The R1-R3 scale has nothing to do with quality of research just quantity.
So big state schools like the one I work for are more likely to be R1 this doesn't mean getting a Phd from it no more significant than from say a R3 school.
Hell in many ways it much easier to get one from a R1 school since the school has more resources to make it easier to do so.

When you get to Yale and or Harvard, sometimes it is easier going, but that is because the students are so exceptional.
