Is there such thing as a competition or fight sport that engages only on the ground, but not just submissions? Rules would be that you can ONLY strike when your on the ground, in addition to submissions and slams.

Sounds interesting, but what I would really like to see is MMA as it is today, but with mandatory gi for both participants (and with pulling guard strictly penalized... just in case.)

Having said that, this would be a MMA-like sport, and just as in today's MMA, pulling guard is frowned upon and even ridiculed (unless the guard puller gets an amazing submission rather than just trying to slow the fucker down), so it should be in a gi-based MMA sport.
Also, notice I'm not saying to ban pulling guard, but to penalize it (substract points) in favor of violent throws and takedowns. I would not want such a new sport to degenerate into a "jab, jab, clinch, grab the gis, let's see who pulls guard first" fuck fest.

We do drills in CSW all the time that is grappling with strikes.
No elbows, open fist slaps to the head amd body punches.
The idea is to train you to use strikes to open people up for submissions and also block people from striking you while you go for a submission.
I don't see how this can be a competition in itself only as part of pankaration/ combat sambo or Sport ju jitsu which all start standing
