I believe it's the bottom part of the stick, usually used for choking/locking/stabbystabby.

choking and stabbing are ok, i don't know about locking.

Seriously, though...

In Modern Arnis I was taught about an inch or so. In the very brief exposure I had to Pekiti Tirsia, it was around 2 - 3 inches or so.

For me, it depends on the length of my stick. Sometimes I choke up for a longer punyo, other times I'm closer to the very end...
