I think like 90% if the time your toe is going to be up because even a block is a kinetic movement with angle and direction. The more time you allow for your opponent to swing their leg the more momentum they will gain and the more damaging their kick will be. If you can intercept it with your foot, knee, or shin it's better than just hunkering down and blocking.
