MONTREAL -- A university student who taught karate and is suspected of having links to the al-Qaida terrorist network was refused bail yesterday by a Federal Court judge.
Adil Charkaoui, 30, has been held since May on a rarely used security certificate, which lets Ottawa detain without charges any landed immigrants or foreign nationals judged to be a threat to national security. The Canadian Security Intelligence Service alleges Charkaoui, who came to Canada from Morocco in 1995, is a "sleeper agent who could be activated at any time."
