This can of worms has already been opened, so why not:

Conservative plan to keep members of the military hating the damned liberals: when a Republican is in office, inflate the military budget. Big as you can, the bigger the better. Make it well beyond anything reasonable or sustainable. That way, once a Democrat comes into office, he'll be all but forced to cut the military budget. Once he does, go on and on with your talking points about how Dems hate the military, look how much he cut the budget! Rinse and repeat.
