Depends on the teacher. Basically, they follow the same meridians and chi/breathing belief systems. Acupuncture used needles instead of stretching and breathing exercises.

Yep.
I've heard the phrase
"Qigong is acupuncture you do from inside to out, herbs are acupuncture you eat and drink." or similar a few times.
