The muscle growth will be minimal but....
You will get used to putting more effort to move the same speed, therefore when you get return to another lower resistance medium you will be used to expending that amount of energy to move the same distance. Your feet will be faster.
Trust me! I've used ankle weights! After you take them off, you kick a bloody lot faster.

I believe that training in water could benefit you in few different way. Here is some example:
Knee Deep water: Good for improving your kick strenght due to resistance nad the weight, work excellent with heavy pants on.
Waist deep in water: Good for throws, suplexes, and take down.
Neck deep in water: good for throws
Deep water: good for rolling training
I have read that ninja, samurai, and judoka would practice their throws and judo tech in water. Also I have read that judo is effective for fighting in water (to throw you opponent and drown him/her).
I would pick bag work over masturbating, fighting over sex, and KOing someone over having a orgasm!

Bas Rutten has pool training (including grappling) in Big Book of Combat 1.
On the audio CD, he basically says, 'yeah it looks silly but I do actually do it, and it does work'.
Never tried it myself but a simple rule of thumb is
Bas Rutten = right
you = wrong

Hey, training underwater does work.
In fact, when the Gracies run out of lions to do Mata Leon on them, they often went to beaches, and submited sharks.
And they say that Royce was soooo badass, that he could even put a Kimura on them, an even more impressive fact when you consider that sharks have no arms.
These women can do back flips right over my head and still land on there feet .GRrrrrrrr!
