They just need to figure out the line. How to dip their toe beyond it and snatch it back quickly, like Sirc does.

Either that or just figure out that some things aren't funny and mob mentality does nothing but call out the riot police who don't take the time to pick and choose targets but scatter the entire crowd with tear gas.
