No matter how hard I try I can't get my pec to bend my arm at the elbow. It just doesn't work for me....

Keep at it. I was the same but if you really work hard and apply yourself, you can get good results pretty quickly.

I am willing to post 'instructional' videos.

    That IS a threat.

Yeah. This was kind of what I was getting at. Unilateral dysfunction sounds like either a circulatory or, more likely, a nerve issue, but before I "diagnose" that, it'd be kind of nice to know exactly what's going on.

Well obviously I have joints and muscles that do the motion, but I mean the results dont lie. A way I can describe it is that when I lift I can feel my pec tense.... idk how else to explain it and all I can think of is making a video but I think that might also be pointless.

Just go to the fucking doctor already. If it's as bad as you're hinting at you've a reasonably serious problem, and no one here can help you.

The other possibility is that you have a slight asymmetry (which is pretty common) and you've blown it out of all proportion in your imagination. Which would explain why you're having such a hard time giving a proper description of the problem, along with the numbers Russ asked for.

Either way, seeing a doctor/physio would be the best way of fixing the problem.

Wait, so your PEC tenses when you do curls? You know that's normal right? It's part of the chain of muscles that operates your arm. When I curl my pec, bicep, my lower back, my shoulder and my forearm are all tensing up. The only way I can even begin to avoid that is by getting on one of those machine doohickies that lets you lay your arm down on a support of some kind while you sit down. That takes a lot of the other muscles out, but my pec still tenses up some.
Are you sure this isn't entirely normal and you just don't know WTF you're doing?
