Which organization did Sheldon Marr issue this rank under?
Marr is a certified examiner for USJA.

That may be the answer to a subtly different question than the one I posed. To refine it:

Did Sheldon Marr, as a representative of the USJA, issue a 4th dan in judo to Steve Arce that is recognized by the USJA?

If so, why did Neil Ohlenkamp (who is currently listed on the USJA's board of directors) indicate that:

I can field this because I did the logistics for getting it done.

The USJA agreed to recognize Arce's Yodan, but the fees were too much for Steve to do all in one go. They suggested validating Shodan, and proceeding to the higher ranks next year. This was done, and they accepted the rank. Their was a minor delay in getting the required background check done because the funds and paperwork for that wer sent to the wrong institution. That has been straightened out, and the last time I talked to Robin and Dee Dee at USJA they confirmed that Arce was good to go as soon as the background check goes through (assuming it shows clean).

    Because Neil is either
    a) Fishing
    b) Lying
    c) Wrong

When was this, and does "good to go" mean he will be 4th dan according to the USJA?

That is somewhat consistent with what Robin Ridley has told me:

By the way, did you yourself conduct all of the communications above, or are they in any part an account given to you by someone else?

No, it means he will be 1st Dan until he pays the remaining fees.

If it's not privileged information, how much is that?

IIRC, it's about 150ish bucks per dan rank.

I'm sure it is. I spoke to Robin about 5 times over the last 2 weeks working out the hangup with the $16.

By the way, did you yourself conduct all of the communications above, or are they in any part an account given to you by someone else?
Yes, all me. Arce did have to speak personally to Sarah from the security company, but I all the contacts with Robin and Dee Dee Weller that I am reporting on here were done by yours truly.
