This looks like an attempt to show a practical application for part of a form. The form looks very similar to two of our 0-Dan to 1-Dan forms strung together which are supposed to be done as much as possible with your shoulders and hips facing forward, while standing in a riding stance. In our system these are known as Chulki forms...

The "whip" sounds are from his gi, since his sleeves and pant legs are too long. I understand some Japanese, but I don't know many kanji, but in the video the guy talks about "impact" a bunch in the beginning when he does slow movements.
The technique is kinda sloppy and unrealistic. That punch he firsts demonstrates, the one that goes along his mid-section is more typically used as a cheap shot while passing alongside an opponent.
I didn't bother to watch any further than that. I don't feel like giving critique all day on some old fucker who doesn't know how to trim his gi properly. -
