Yes. Yes they can but you already know that. Even interpreters can be hooked and manipulated to make it seem like they run correctly when in reality they do their malicious business behind the scenes.

If you had PERL for windows preinstalled and the script in the RAR ran using YOUR installation, the only malicious thing would be what was contained in the script.
BUT, since the RAR above includes its own PERL interpretor/compiler/whatever-the-hell-you-want-to-call-it, you now need to worry about the contents of the script AND whether or not the PERL executable and ALL of the associated files which are loaded at runtime are comprimised and malicious.
Of course, if you don't download, unpack and run the script, you won't be at risk.
I'm just pointing out the horrendous misstatement of the OP. -

If you are serious about writing something to help out with exercising, put it up on a web site (PERL via CGI) or write it in a Java applet. The script you wrote looks fine, but the fact that it includes a copy of PERL sets off red flags :-/
Stand-alone executable code is just too risky for most people to try. -
