It's still sloppy and dangerous. Especially if they were loading the way they (probably) learned in the military, they were chambering a round with the weapon pointed downrange while somoene was setting up a target. You'd get instantly removed at most ranges for something like that, civilian or military.
My point previously was, my advice to a new gun guy is that if you see this kind of behavior at a range, leave. It means that the range staff isn't paying attention, or doesn't know what they're doing. Will something happen? Probably not. But with loaded weapons, I personally don't take the chance of even being there if it does.
