Actually, reading the rules PDF it says "No T-shirts OR RASHGUARDS are to be worn underneath the kimono (except in female divisions)".
So while the front page says you can, the official rules say you can't. I assume that the official rules would be the ones that are in use on the tournament floor during the event and so would take precedence.

US Grappling is running a submission only event on the 13th over in Savannah, I was considering that because those guys run a good operation, and free room/board at my parent's place. Can't now, because I just got assigned to this damn fool audit over that weekend. www.usgrappling.us
I haven't experienced the Madison system directly, but it's supposed to basically negate the need to cut weight, because they bracket entirely based on who shows up. So you could cut a ton of weight, but still end up competing against guys your normal weight because not enough lighter folks showed up. The same thing happened to me at my last (and first) comp, they ended up combining several weight classes in multiple events, since it was a smaller meet. -

Rashguards are allowed to be worn under the gi. T-Shirts are not because the hand can feed into the t-shirts creating a different grip than with the gi collar alone. With the rashguard under the gi there is not a problem with grippling the collar since it fits tight to the body.
Butt-scooting backwards would be considered stalling. Butt-scooting and pursuing your oppenent forward would not be stalling. -

Excellent, you should change the wording on your rules pages then to note that "Retreating from your opponent" is stalling, no matter how you are doing it. And to clarify that Rashguards under the Gi are OK, but T-shirts are not.
That being said, if these are regular events in the area I might attend a few in place of the Lutadore tournaments I had previously wanted to attend. Do you have a complete schedule of events for tournaments in Georgia?
