You might want to look into Cobra Kai.
"Strike First! Strike hard! No mercy, Sir!"
Pretty much any art that teaches you to "fight" in the toe-to-toe, rock 'em sock 'em, keep fighting until one man is standing sense is technically teaching you to fight offensively.
You just have to watch out how you use it because using those systems straight out of the box someone will probably get you charged with assault (No duh?). People slag on the self defense techniques from various systems but I think their best point is showing you how you can take an offensive art and make using it legal. -

offensive styles? try boxing, muay thai, sanshou.. all of which are aggressive and friggin useful. I can't think of any fighting sport that doesn't emphasize agression. even Judo is essentially pretty aggressive.
EDIT: as far as I can think of right now, the only arts that emphasize 'perfection of character' are ones that don't focus on competition -

Gladiators Academy Lafayette, LA Style: Judo, MMA, White Trash JJ--
What you want is a mindset not a martial art.
The only type of combat style that is remotely what you want is in the military and it involves a **** ton of ammunition and a bunch of people.
Being from the Philippines are you not required to do a year or two of military service anyway?
Becoming a life taker and a heart breaker is only in the movies. People who train in combat sports at a serious level have no want need or desire to fight any one outside of the gym. Douchebags who barely train are the ones that worry about being able to beat someone's ass.
Find a good gym train hard and if the need arises for you to use your training then let's hope you have been taking it serious.Judo is only gentle for the guy on top. -

Really? Dude, you're in the PI!!!!!!
You live in one of the few places where a native martial art is still used in modern warfare.
There is a wealth of styles available to you. Too numerous to count. And most of them are bad ass! But if you want the only one endorsed and used by your own military, go for this:
