    From the official rules page:

    Ground techniques are allowed twice during every 3 minutes of the original match ,extension or re-extension for a maximum of 30 seconds each time.

    Yes. You are allowed to take people down into grappling on the ground 2 times each for regular time, and each extension round. Once on the ground you got 30 second each time to pull a submission or strangulation (or go into simulated G&P for points) before the ref breaks it up and restart you in standing position again.
