From the official rules page:
What does that mean?Ground techniques are allowed twice during every 3 minutes of the original match ,extension or re-extension for a maximum of 30 seconds each time.

I'm going to guess you're only allowed takedown (or guard pull) -> ground work twice in each round, and the refs stand you up once 30 seconds on the ground has elapsed.
So, take someone down 3 times in the 1st round, extra (overtime) round, or 2nd extra round and you'll be stood up immediately. I assume you still get points for the takedown, and the rule is to encourage striking exchanges. Even the best takedown artist could only hold you down for 60 seconds each round. -

Yes. You are allowed to take people down into grappling on the ground 2 times each for regular time, and each extension round. Once on the ground you got 30 second each time to pull a submission or strangulation (or go into simulated G&P for points) before the ref breaks it up and restart you in standing position again.
