No.

You have to dress up like a cop intending to trick people into thinking you actually are one.

A Halloween costume? Not likely. Not even a good one should get you in trouble.

Just don't go out and try to direct traffic or anything like that.

Goon is right.

In most states "impersonating a police officer" means that you have identified yourself as an LEO to somebody or have tried to exert police authority. You could do that in your street clothes.
