My understanding is that the risks of damage stem from starving the brain of oxygen for too long - not the method by which you do it. (unless we're talking a serious blow causing some sort of damage to the trachea, or swelling or whatever).
Since both a strangle and a choke starve the brain of oxygen (one blocks the blood going to the brain - speedy, one blocks the air getting into the blood - slower) it seems the speedier one would be more quick to recover as well. I have no proof of this concept, just kinda makes sense.
Not sure how long after getting a breath the blood takes to "recharge" then send the blood to the brain and let the oxygen get there.
But it takes, what, 3 or 4 minutes at least without oxygen (this would be after whatever air they had in their lungs was depleted) to kill or do brain damage (thinking of times for drowning victims). If you're holding a choke or strangle for that long, you're training too hard:)

Most chokes done in grappling schools are actually strangles. It takes longer to make someone go unconscious with a choke than a strangle.
Also, if you cut off someone's air, they'll think they're dying and fight for their life. If you cut off their blood, they think they're okay until they pass out. Choking someone out is probably no worse for their brain than if they had a big night on the piss.
