FYI:
1. At my Uncles dojo, if you turtled, he would run on the mat and stomp on your head.
2. In a contest, if you are behind on the score, DO NOT GO AFTER THE TURTLE. Stand up and go for a bigger score. However, if you are ahead, attack the turtle.
In Judo the turtle is a bit of "gamesmanship" that I feel has no place other than learning how to deal with it. -

See, i train in superior Brazilian Jiu jitsu. We don't have those silly stand up rules.
Kidding.
Anyway, I much prefer mount, over back mount. I just have an easier time submitting, for some reason.
Try this:
Get rear mount, and flatten them out ASAP. The way i was taught, by my first coach, was to "superman" Ie, straighten your legs, and force your hips into their back. This should put them flat on their tummy.
From here, its easier to work the turn over. (in my experience) and can help get the choke.
