All I know about the neck crank is that those fucking Sambo guys will murder your with it. It's way harder to resist than a choke and the pain in my neck and upper back tonight can attest to that.
On a completely unrelated note, I have determined that Taijitsu fighters are unable to avoid using their "too deadly for the street" crap when I'm not even hitting them.
