I train jumping back kicks in taekwondo the way I was taught to do them is when pushing out of a clinch because your opponent has less time to react they don't have to be thrown when pushing out of the clinch but you want to do them when either your opponent is close to you or when they are moving toward you hope that helps.

Here something I found (the hard way) with back kick, it isn't the speed but the distance. A lot of people throw them so that it lands with the leg fully extended, but you can also throw it from real close so that you hit with your knee bent. Which is what the crow did jumping or no, he doesn't get full extension - which is a good thin, it's hard to see coming too late to move out of the way and hurts like a bitch.

No, Goju has teh correct. Most people throw back kicks, jumping or otherwise, too far out and miss (e.g. most of GSP's attempts). As Snake clarified, it needs to land when it still has plenty of room to extend (i.e. 2/3 to 3/4 extended) and you need to keep extending once it makes contact. We always trained to envision striking through the spine of our pad holder when doing pad drills. Also, my instructor in Hawai'i always taught us that you need to be within hand range to really nail it.
