    Eat a lot, lot, lot more. What ever you think is excessive is not enough. Work your way up to a Gallon of whole milk per day over a week. Join a gym with suitable facilties that allow you to squat, deadlift, bench press, overhead press, power cleans, pullups and dips. Rips, Stronglifts or Bill Starrs beginners programs will allow you to stack on a lot of mass and strength.

    Ross training with a calorie surplus will definitely make him bigger. It's not ideal, but that comment came in response to him not wanting to go to the gym and lift.
