I like to teach a combo from that position... The imaginitively named 'armtrap combo', but use the lapel grip with the hand your using for the overhook. It goes x-collar choke/x-collar choke (from behind head grip)/hip out to armbar/omoplata. Alternatively a nice controlled triangle or flowersweep variation on a successful choke defense. A great position... If it's the one I'm thinking of :-)

My instructor actually showed us a reverse okuri-eri-jime (sliding collar choke) starting with that same grip.
You control them with the kimura grip you described. Then, you bring your overhooked hand inwards and grab their opposite lapel (their right lapel in your example) maintaining the overhook all the while. You release the shoulder grip with your other arm, and reach across for their lapel and cinch the choke.
Worked like a charm. I can't seem to find a picture of it though. -
It's all about the clinch. The clinch, I said.

I've also learned that as a sweep set-up and from there taught to go for the kimura. I've also used it as a default lockdown when I can't figure out something better to do and its presented itself.
It looks enough like a submission that they spend their time fighting than which allows me a few minutes to figure out what the hell I should do.
But when you transition to the arm-bar, don't you switch the foot that's controlling him? I'm having a tough time visualizing the arm-bar you're referring to.Go placidly amid the noise and haste,
and remember what peace there may be in silence.
As far as possible, without surrender,
be on good terms with all persons.
Speak your truth quietly and clearly;
and listen to others,
even to the dull and ignorant;
they too have their story.
-excerpt of the poem called "Desiderata," by Max Ehrman, 1927. -
