When you are as good as Dekkers is you can do whatever the **** you want.
Things to watch out for with spinning hook kicks are:
Getting stuffed and slammed.
Getting stuffed and KTFOed by elbows.
Getting stuffed and KTFOed by right cross.
To use them you need good setups and good timing, just like any other spinning kick.
I personally use them at the end of a jab/cross combo where I step through with the cross and immediately spin into the kick while slightly leaning away from my opponent to (hopefully) avoid getting counterpunched in the head.
Your best bet is to work them into punching combos or off of things like failed round kicks. If you throw a high kick and it misses, continue the spin and throw the hook kick, sometimes your opponent will run right into it. Othertimes you will get stuffed and KTFOed.

Style: Striking/Grappling/Poking--
Motherfuck WhiteShark.
With low percentage, possibly SSK strikes like the spinning hook kicks, you need to throw them when they have the greatest chance of landing. The following conditions help:
1) It's late in the game and your opponent is tired.
2) It's late in the game and you have been reading your opponent. You know what he likes to do. You know that he is wise to some of your combos. You know you can set him up to eat the big spinning hook kick.
3) You're getting your ass beat and you need something out of left field to save you. It might not work, but it's worth a shot.
4) You have been making an effort to set him up. You've been throwing spinning back kicks to the midsection all day. Now he is associating the whipping around of the hips with a back kick, all of a sudden: *bang*, hell to the temple.
The reality of it is, however that that **** is hard as **** to land and people will make you pay for trying it.

But yeah, if you land it, they are pretty sweet. I've landed a few myself, but like others have noted, most were stuffed. Or by the time I spun around, they had side-stepped. -
