Use the heel. If your foot is tight (which it should be if you want your knees to work in 10 years and your kick to hurt), you'll end up hitting with the blade anyway.

For the first number of years I trained on linoleum or cement, and the class wore sneakers. Bigass high tops were the norm then, and although you learned blade day one, everyone including the instructors used heel. If your shoe's sole is chunky, you stand a good chance of turning your ankle over.
After we moved into a nicer setup with mats and such, we went barefoot and most of the people who actually drilled and used sidekick regularly in sparring gravitated back towards the blade. I can only take some educated guesses why; it wasn't really a conscious thing we decided at a meeting.

I still use my heel sometimes in practice (the variety helps keep basics interesting), so I'm not judging the heel version based on a kick that's cockeyed because I'm completely unused to throwing it. I do kick hard for 185, and I can hit the bag hard either way.
Mind you that when I say "blade", my foot is turned over and I'm using the area over the ankle and heel and about 2 inches past it up the foot. I'm not hitting way up along the blade towards where my toes are. The line of force from my leg still goes out relatively straight from my leg. The heel version feels a wee bit stronger to me on the bag, but it's only a slight difference. An observer wouldn't notice any difference. I'm not advocating the use of the blade as better per se, just saying I've never had I've never twisted my ankle, had my foot explode, etc.
Fyi, there's totally nothing special about being able to hit a heavy bag hard with the blade; lots of people can do it. Just saying, it's not like I'm spearhanding through coconuts or anything here.

I would claim that it does sometimes glance downwards off guarding elbows (driving home a semi-ok kick still) instead of connecting solidly and fucking up my foot.

When I did Kenpo years ago I was taught to use the heel only for sidekick.
