The Native police charged them. The only reason fights are allowed on the rez is because the band council allows them to be. If they aren't allowed by the band council, then it's just as illegal as it is in the rest of Ontario. Or BC. Or any province. Unsanctioned fights are not allowed. It's only when the provincial or municipal government allows them to be that they're allowed.
