Style: Muay Thai--
Wanted to give a serious response to this. I think the RHK hitting with the ball of the foot is archaic at best, and bad fighting at worst. There is a reason that most combat arts have phased things like this out. It is far too much work for the pay off when you can get the same results with less margin of error out of the shin.
I am not sure why a thing like that was ever envisioned. I guess someone thought it worked well for the front kick, why not the RHK. Answer: Different approach, shorter distance on the teep/ front kick.
As for broken toes, when I left TKD long, long ago it was with some REALLY bad habits. One of those was instep kicking (I think the better teachers have phased this out too), and front snap kick which is a bit different from a teep. Several times I broke tows before learning my lesson.
The foot is a weak weapon compared to the shin, no matter how you cut it. The denser solid bone as compared to smaller lighter bones was a very good argument. Also I am pretty sure the tongue is the strongest muscle in the body, followed by the heart (I only know the tongue one from trivial pursue, I said heart and it was wrong ;) ) -

Eh, just leave it. I was speaking in a strictly Newtonian way. If bodies are moving at constant speed they exert no force since the are not accelerating (force is dependent only on mass and acceleration yadda yadda). Of course when they encoutner a body they will begin to have negative acceleration and therefore a force will be exerted on the other body involved in the collision etc....).
