    Here in Belgium we don't have ATA but from what I read that the OP said about rules and customs of ATA (only for taekwondo) it's almost identical to ITF standards here.
    ITF has been watering down TKD for years to make it an "olympic sport" in which they succeeded, but nowadays Ballet is more effective than TKD. That's why a lot of TKDs stopped with it around the year 1999-2000 (including me).

    No ITF is the "international Taekwondo Federation" but that you already knew.
    The problem is that almost every TKD school here must be associated with the ITF or
    they can't compete. ITF has got the monopoly in Belgium what never is good.
    They took over the market here around the mid-nineties and setting up the new rules for competition: only kicks to the face and chest and punches to the chest. Everything else was pushed first back in the "Ho Sil Sul" part ( selfdefence) but then did they also watered that down to "kicking a knife out of the hand of an opponent" or "blocking an knifeholding hamerfist with a doublehanded crossblock" which like you know are very effective and d34dly techniques ( insert sarcasmen here).

    The WTF is the organization of Olympic Taegwondo. How does the ITF in your country associate itself with the WTF?

    The WTF as got about 10% of the market, the ITF the other 90. So the WTF changed their rules to accomodate the ITF. The only difference is with the poomse: ITF only acknolidge the Tageuk while WTF acknolidge the Tageuk, Palw and Hyongs. For competitions they use the same set of rules ( olympic Taekwondo).

    I think you've got several things mixed up.

    The WTF has almost a global monopoly on TKD. It's the 90%, not the ITF.

    The ITF uses the Changhon tul. The WTF uses the Taegeuk & Palgwe pumsae.

    Hyung are not a series of pumsae. Hyung is the Korean pronunciation of the Chinese character that the Japanese pronounce "kata".

    I must stand corrected, indeed I messed up the ITF and WTF, it's 10 years ago that I stopped with TKD, but the fact is that the both federations nowadays only promote olympic TKD, so the ITF did a kneefall to the WTF what didn't do TKD any good.
    And the problem with TKD is that there for so far i know there are no different schools/styles like in karate (kyokushin/shotokan/wado...) witch would be a benefit.
