I have to echo Omega's comments here. Having been on the receiving end of some good rattan stick whacks I can tell you unequivocally that yes, beating someone with sticks is an effective form of fighting.
As has been mentioned instruction varies depending on where you learn, some places focus on drills and defenses against what can basically be regarded as the stick version of the lunge punch. As a primer you might want to check out some of the Dog Brothers (http://www.dogbrothers.com/) videos which were also my introduction to Kali. Plenty of history and culture with none of the bullshido.
In general no, but like all things there is bullshit out there. Personally I’m not a fan of the unarmed stuff. Most of it is based on “trapping” and that just doesn’t work to me.
As mentioned, look into Pekiti Tirsia and what ever the Dog Brothers are doing.

Rommel is definately a go-to guy for training the in phillipines. He's the primary Edged Weapon instructor for the Special Action Force Marines, and is personally trained by Leo Gaje(being his nephew and all). As a consequence of this, however, Rommel probably can't train everyday with civilians.
Keep in mind that if you are well off enough to afford a trip to the phillipines, training is CHEAP. Leo Gaje will probably train you 8 hours a day for a week for about $1000 US. I imagine a lot of other local sources are similar.
