My BJJ instructor popped people's arms to this mark in a streetfight, and it had the desired effect of causing them to not want to fight any more. If their adrenaline had been up further, maybe he'd have had to do more. I suspect however that there are many cases where this level of pain would be sufficient to make them rethink their course of action, and leave them with something to ponder for a little while afterwards.
The reason is (there is another thread with seriousmantid) most people asking these questions don't grapple or are new.
