If we are truly talking pound for pound, we have to include the dwarfs man, those little guys are nasty and weigh just a little more than your average house pet.
Oh a serious note, are the heavy weights twice as good as some of the new bantam weight fighters? in Fedor's and Randy's case I'd say definitely yes. GSP is a well rounded fighter when his head is screwed on right, as mentioned Dan Henderson, his escapes agianst Nog still amaze me. Technically, I'd say BJ Penn, but his conditioning is always suspect.

Being a striker doesnt mean you need total knock out power. Theres a diffrence a boxer and a puncher, not a striker. Being a good boxer or just a heavy punchers both involve striking. Thats why Buakaw (shouldve mentioned him b4) and Willie Pep are probably the best stikers I've ever seen. Not because of their KO power (even though Buakaw is a beast) but because of their conditioning, and fighting ability.
As for your other stuff... well I dont know who Roger Huerta is so I'll say nothing on that. Though your overall choice maybe a bit debateble lol.
