Cradle of Fear was an experience, but I've had this argument about it and some other films not being in the top ten. You see, Cradle was so ultra-low on the production value scale that the concept of working with what they have comes into the quality judgement. It was still a terrible film, even when allowing it such leeway.
But, when The Foreigner has name actors and a massive action movie budget and STILL makes less sense, has comparable action sequences, and is only slightly less painful to watch, it's the worse movie.
Also worthy of note, when a zero-budget, no resource movie is still so bad that it can not be bumped up by the leeway given, that's when you get some of the worst movies of all. Las Vegas Warrior has been known to induce seisures and fits of depression.
I'm voting for Bloodsport 4, AKA "The One With That Grappling Fight At The End". Stefanos Miltsakakis, Daniel Bernhardt, who could ask for more crappling and LARPtastic film noir? This is my #1 worst movie ever. followed only by Bloodsports 1-3, then Kickboxers 1-5.
