My thesis supervisor and I came to the conclusion that as a result of increasing U.S. logistical shortcomings, troops within Iraq have been improvising slingshots and/or crossbows to use 5.56mm NATO, which for some random reason they have plenty of...hence the unfired rounds....
He finds conspiracy theories amusing too! -

You guys don’t know anything. When I studied the Art of the Magical Ninjerism that is how we shot guns. We fired the guns so quickly that the bullet didn’t have time to leave the casing, the whole thing just shot out of the barrel. This is actually better because you don’t get a bang from the gun powder, so it is more quiet and we can sneak around better. Then when the whole bullet hits the target the powder burns and we can disappear in the cloud of smoke. I bet you that’s what really happened!
