Basically he locks up the head in the clinch then throws a couple of knees. He then steps out to the side rotates the head and blocks the leg at the ankle with his other foot using the sole of his foot against the ankle. Really an easy move and quite effective.

Also illegal. However, if you plant the foot just outside their foot as you twist them over it, thats a legal throw.

sasae is to the outside of the ankle not an inside sweep like a kouchi or an ouchi

Still illegal. The point being that its a "sweep". For it to be ring legal in MuayThai, the foot must be planted. Mind you, depending on your referee, you may likely get away with it, but it is technically illegal.

On the other hand in some organization's "International" or "Oriental" rules will include "boot to boot" sweeps. These ruleset usually don't allow elbows and are similar to K-1. Under that ruleset I've used almost every judo throw I know that makes contact below the knee and gotten away with it.
