The idea is good and I'd liken it to a group like the CSA (Canadian Standard Association). They watch dog products for consumers to ensure that the safest and most qualified product makes it to market thereby saving the consumer the trouble of not only picking a product but also background checking the product.
What I'm saying is that, although I agree with you, I think more sites and groups like Bullshido need to be in existence and current instructors need to be more vocal about their skills.
You'd probably be better off publishing something online or in print form and maybe having a local paper publish it next to Martial Art ads. That way people are given access to the information they need to make an informed decision. Keep in mind McDojos have also used this technique....
