To kind of move it off-topic, you CAN modify the Tabata protocol to beyond 20 on/10 off, depending on the purpose of the lift or activity. For instance, Ross Enamait talks about changing the protocol for the purposes of jump rope since 20 seconds wasn't adequate for his needs as a boxer.
Back on topic, that does seem like an excellent idea for any kind of interval stuff. My Garmin Forerunner has a custom interval thing that does the same, but I'd be interested in this id I didn't already have one.
