This Kuoshu ruleset is very strange. It appears to allow standing headlocks.

He's attempting a throw. Note the ref is counting while he's holding the headlock and then breaks them up. Kuoshu(Lei Tai) rules allow standing grappling, but only in an effort to throw the opponent and you only have so long to effect the throw before you're broken up.

True, I've just never seen a headlock throw in this type of competition. I thought neck grabbing was illegal in Sanshou, but I guess it's not in Kuoshu tournaments.

It's allowed, you just don't see it a whole lot because it's difficult to get it right.
