Ok to give you an honest answer, rather than a smart ass one. I tend to look at any one coming at me as a trained combatant; in this I would most likely never use a "chop" on them.

The chop is done with the outside (Pinky) of the hand. It is also known as a knife hand strike in some styles.
I am not a fan of it. In the above video the person striking the pimp is a police unarmed combat trainer. The attack took place outside of a class/seminar he was doing for local law enforcement. The pimp was an untrained and angered attacker. I would not advise trying this against a trained and weary combatant. Which is what a MMA, fighter would be.
As far as rules go, another poster already said it, no striking to the back of the head.

I've heard one anecdote of a person from my karate days succesfully ridgehanding someone in the neck.... In this case, it was against a girl who had too much to drink and was brandishing a kitchen knife towards the kareteka's brother. Apparently, she collapsed immediately.
I don't really see how you could successfully whack someone in the neck if their chin was tucked. It seems to be mostly a sucker punch kind of thing.
