You are trying to think of it based off the modern/modified application. In a koryu context the break and throw may be two separate actions but listed in one technique. The move is usually set up by atemi then go for the armbreak, then the throw. However I've only seen this done in kata. When I thrown someone in gyakute it hurt the elbow but no break. If you the clips for the old '03 Throwdown in ATL are still around I did it to Osiris.

This is a mute arguement. The whole idea of breaking the arm for this throw or popping the elbow and tossing someone on their head falls into the catagory of eye gouges and nut strikes.
One can it be done alla Seagal, I will give it a maybe. Can you practice it? No, your partner will hate you.
Tossing people on their head? WTF are you doing in class? Learn how to breakfall. Will you toss a numbnuts on his head? Yes. Should you toss your training partner? NO! Concussions read about them.
Look I know a lot of people love the thought of destroying another human being and ripping them from limb from limb. Holding another person's blood soaked arm in your hand as you beat them profusly about the head and neck area is a serious turn on for someone. But honestly and seriously think about this if you throw a person with no fucking training in a regular seoi nage it will do the job.
The whole idea for the way the throws are taught is so you can train them at full speed daily for years.Judo is only gentle for the guy on top. -

I've heard of the "dirty Seionage" with the arm turned, but I understood it to be more of a way to keep your opponent from landing properly and causing them to fall on their head.
I agree with jkartigue that it isn't nescessary to spike someone on their head to throw them effectively, and the ability to practice it on people you like is a definite advantage for the 'clean' Seionage.
However, that doesn't mean it isn't fun to think about. Even if you're never going to be spiking people on their heads with dirty throws, why not learn how to do them just for knowledge's sake? -
