Unfortunately, not all FOIA requests return useful information. Sometimes they can't find anything, or redact it to the point of uselessness.

When a request takes this long, it usually means there's a problem finding the records.

I'm happy to ask Ralph whatever questions about his service record, but counting on an FOIA may be a mistake.

Oh I know it is not done by a long shot and I am still holding out for some answers.

By all means let him speak, so long as Mr Severe is willing to be honest, let's let him talk.

I am confused about something Mr Severe....

I all of the gendai budo, (of which judo is one), a shodan = first degree black belt, nidan = second degree black belt, sandan = third degree black belt, yondan = fourth degree black belt, godan = fifth degree black belt, and so on...

You stated earlier your judo rank is "a first level black belt", but on your website it states: SPORT JUDO(1st black belt)

So why the disparity between your two statements and what is the difference between your "1st level black belt" and the commonly known gendai budo shodan?

    Is it an equivelant rank?

Also I asked earlier if you think that rank is meaningless, then why do you bother to rank your students?

I look forward to your response.

MY DOG I went down this morning to sign up My Dog for welfare. At first the lady said, "Dogs are not eligible to draw welfare."

Then I explained to her that My Dog is black, unemployed, lazy, can't speak English, and has no frigging clue who his Daddy is.
So she looked in her policy book to see what it takes to qualify.
My Dog gets his first check Friday. Dang, this is a great country.
    Whats this all about Ralph?

For what it's worth, some native Japanese speakers don't say "first degree black belt" when speaking of it in English. They say "first level," "of the first rank," or "shodan." (This is to state a possible reason why Ralph phrases it that way.)

Would they affect not to know what a first-degree black belt is, or claim it's not a belt at all?

I'll answer that for you: NO.
