Or alternatively (and most cynically), enforcing standards would start to eliminate many instructors/schools which generate a revenue stream for the governing organization. (Is this the case? I don't know.)

Folks, it is real easy to put this guy out of biz....have him produce the local permit as well as proof of insurance for whatever the liability rates are for the area.

I am willing to bet that he has neither!

Also check for liability forms that should be standard for students to sign whenever he has new students sign up. Betcha he doesn't have those either!

He is a classic "fly-by-night" operation, and is an accident waiting to happen!
