Obviously it will be different style to style, but its sometimes measured by reaching your hand straight up above your head, and the tip should line up with your fingers.
Also, ask your instructor.

seriously, if you have to have exact measurements- chances are it is not for actual use (especially since you mentioned cma weapons) but for forms.
In actual use you will want something you can use comfortably and handle, which does not include whipping it around like a cholostomy bag.
I train cma, and unfortunately my school stopped teaching weapons- and I never learned spear there but they used to gear up and fight- I'm damn sure that they never had a "measurement" and certainly didn't play act whipping it around like you would your girlfriend's poodle when it pissed on your shoes.

I always thought that it is should be at least your height. For a good basic tutorial, check out the spear intructional that is available on FREE Cold Steel DVDs.
Tho, typically, the chinese spears I've seen are at least a foot or two taller than the user.

most modern (forms related) use of the spear uses the "as high as you can reach" measurement.
my sifu said that on the battlefield they were usually quite long, so my spear is actually taller than i can reach (almost 8ft) and has a combat steel spear head. i don't believe in learning wushu style weapons.
