What kind of revolver is this ?

Most likely its a S&W. It isn't plastic, but bead blasted Scandium and Titanium. With full loads those things are a handful (no pun intended).

I believe auschip is correct. Taurus has also gone apeshit with titanium framed revolvers, but from the pics it actually looks like their frame sizes got bigger on the titanium models.

That's Phil Elmore ... that is just how he rolls , dude .

At least he has his finger off the trigger and out of the trigger guard this time .

He says he isn't an "expert" on weapons or self defense but reviews products and writes books on the topics . Really quite a sad man over all .

If I recall correctly, only the cylinder and a couple other parts are actually titanium alloy. The rest of the frame is usually lightweight aluminum alloy.
